This second pattern (1936-1945), slip on shoulder board were introduced in July of 1936 along with the new uniforms.
The shoulder board represent rank of Wachtmeister serving with the Schutzpolizei des Reiches (National Protection Police)
This one has a button attached to it and with the glue on the back I imagine it was attached to a photo album at some point.
