The 5th Schiffsstamm department was set up in March 1939 in Eckernförde. She was under the 2nd Admiral of the Baltic Sea and the 3rd Ship Trunk Regiment. In the winter of 1941/42, the department with five companies was transferred to Libau in Latvia, where it was assigned to the 3rd Ship's Trunk Regiment in January 1943. In April 1944 the transfer to Epinal followed. On January 1, 1944, the department was renamed the 15th Schiffsstamm.
